Capital Market Strengthening and Revival Action Plan, 2083
Government of Nepal, Ministry of Finance · Issued Bhadra 29, 2083 · 14 Sep 2026
The Ministry of Finance's 21-point immediate reform and revival plan for the capital market, announced as the economy slowed and the Bhotekoshi flood of Bhadra 10, 2083 weighed on the market — covering the primary market, the bond market, institutional investment, NEPSE restructuring, legal reform and tax.
Why this plan
With the economy slowing for some years and that slowdown felt across banking and finance, industry, commerce, infrastructure, investment and the capital market, the Government of Nepal is implementing the programmes announced in its annual policy and the budget for 2083/84. The unprecedented Bhotekoshi flood of Bhadra 10, 2083 then caused unexpected loss of life and damage to listed hydropower projects and other infrastructure, adding pressure on the economy and on the capital market. In that context the Ministry of Finance has announced the following immediate reform and revival action plan.
